I recommending cleaning the plug and switching with another one that reads tan (good). Check for corrosion/proper contact on the spark plug wire on that fouled plug. Run it for a while. Check both plugs. If the new location for the plug is fouled, it's a bad spark plug. If it reads foul in the same cylinder as before, it's probably a bad wire/connection. Process of elimination and no money spent yet. Some may say once a plug is fouled, it's a throw away, but I've cleaned and re-used them in the past without an issue.
