Inner fenders on a 72 barracuda?

Ok dumb question. With the car in a lift, standing underneath the front tire, should I be able to see part of the side of the engine block ABOVE THE FRAME RAIL? Is there a panel or inner fender missing? Both sides are this way

Without a pic I can only guess. My guess is that you are missing the clip on dust flap. Do you have a row of several little holes around the opening?

It's a large opening about 8" wide x 6" high. The picture is the left side. You can see the rear side of the engine block and the steering shaft above the frame rail. It is above the starter. Part of the metal was folded back by someone who probably needed access to teach in there for something.

There are dust/access covers that go over the openings. The fronts are sheet metal and the rear is a heavy rubber.
