Is this steering wheel wrapped from the factory or was it just added at some point? Looks like wood under it.

Its not wood under there, its wood grain or perhaps better said plastic made to look like wood. Those wraps were very common back in the 70s and 80s. That is actually one of the better ones I have seen.

I am re using this brake master cylinder and there was this tag on it. Would this possibility be the oem part?

Same woodgrain wheel that is in my car except with an aftermarket wrap around it. As mentioned someone did do a nice job with wrapping it though.
