Rust removal

My parking brake housing is all rusted and since I don't want to dissamble the factory rivets, is there anything out there that will remove the rust without runining the steel. I am looking for some acid or whatever I could dip the whole housing in, without eating away the steel.
Any ideas would be appreciated.

EvapoRust works great. It's about $20 for a gallon. Soak the mechanism for an hour and see what it looks like. Rub it down with some 0000 steel wool and rinse with water. Dry with compressed air and relube the mechanism.
