When you are ready to "poke" holes in the headliner, don't use a razor because the slices you put in the headliner could grow over time. I used a soldering iron which will melt the hole which won't allow it to grow. I used the soldering iron on all the holes for my headliner, mirror, sun visors etc..
I'm not too worried about the headliner. It's in pretty rough shape. No rips but sagging. Thanks.

The chart MoparCarGuy posted in this thread in February is really helpful - I needed to sort out the seat belt bolts for my 73 Challenger, which were mostly mixed up in a box. Some came from a 72 Challenger I had earlier. Three of them were rear seat belt bolts, still screwed in place in my current car. However, those three bolts are stamped C-13 and the "c" measurement, from the head of the bolt to the end, is 1 and 1/8 in. Is this an alternate bolt size for the C-11 (1.25 in) bolt?

I have several C-11 bolts, and two C-10 (1.38 in) bolts for the front seat retractors. I do not have any C-12 bolts (1.75 in) for the front seat buckles. Since I seem to have more C-11s than I need, do you think I can swap in a pair of them for the C-12s?

One last question: when screwing most of the bolts into place, they seem to stop before the end of the thread by a good quarter of an inch. Is this normal? I am working to clean up the threaded holes, but my 7/16-20 tap is straight, not tapered and it is kind of hard to use it to clean the threads out completely.

FYI, I bought a set of 3 point harnesses for my 72 Challenger in 1999. They were made in Taiwan; I forget who I ordered them from - they received little use before I began taking that car apart to try and restore it. The 72 had those shoulder harnesses you had to store up against the roof when not in use; they clipped to a stud on the lap belt clip. They were totally useless as other contributors here noted - when tightened they pulled the lap belt way up off the lap. The 3 point is vastly better. I assume my 73 came with regular 3 point harnesses but they are long gone...
