Steering wheel making noise...

i noticed lately in my 70 Challenger. Best way to describe the sound it makes is like it needs some WD40.

Does that mean it needs some steering fluid?

It could be the horn ring contact under the steering wheel I have heard them when dry make a sort of scrape squeak noise. There is also a bearing in the upper column that may have seized.
