Unknown brackets

Hi All, I have a club member that is finishing up his 1973 Challenger and has asked me if I could tell him if these two items even go on a Challenger. I have a 1971 Challenger and didn’t recognize these brackets. Does anyone here have an idea if they even should be installed on a challenger?

Those are front bumper brackets that support the rubber between the fender and the bumper.
I thought they were only used on 70s or maybe 71s. They were not always used and often discarded. There was a thread on here a few months ago about it.

Huh.
It may indeed be for a plastic bumper, or there may not have been consistency on the line. Both make sense but I don't know. There's another thread about these on here somewhere indicating some cars had them some did not.
What I do know is I took these off the F-4 car in the photos and I'm certain it had never been apart. It has a build date of 121. My avatar has a build date of 928 and it does not have them. I'm holding one against the banana car where it was in the F-4 car. The banana car has been apart so its not a good indicator. I've taken a few others apart over the decades and only remember these on a really loaded RT convertible.
Both have L & R have the pentastar and same numbers 90718-210 under which is 10946 and off to the side is an R or L.
It does not appear in the parts book or the fastener guide I have.
