Almost ready to fire this thing up , is it wise to fill these up with fuel before cranking the engine , and how much on each side .

Yes. Fill the bowls and make sure that the accelerator pump is working properly.
Never pour gas directly into the carb.
Dangerous and will just flood the carb.

So where my finger is correct , how much in each I have a syringe for this , where is the accelerator pump .

Yes, put about 25 to 30 cc (ml) in each side. Don't need to completely fill the bowls as the fuel pump will quickly do that when turning over. What you can spray in the carburetor is some starting fluid. I usually use flammable brake cleaner because it's always within in reach in the barn, but actual starting fluid is probably better!

If the engine is new you want it to fire ASAP so yes fill it & yes the window by your finger is correct .
