Almost ready to fire this thing up , is it wise to fill these up with fuel before cranking the engine , and how much on each side .

Yes, put about 25 to 30 cc (ml) in each side. Don't need to completely fill the bowls as the fuel pump will quickly do that when turning over. What you can spray in the carburetor is some starting fluid. I usually use flammable brake cleaner because it's always within in reach in the barn, but actual starting fluid is probably better!
