73 cuda bumper install " what did I do wrong"

So I replaced my bumper with a reproduction bumper and the heavy metal piece under the bumper is partialy exposed now any ideas? I have attached a photo.

that looks like a nice bumper. did you swap just the bumper, or also the brackets connecting to the frame?

I can't tell what I'm looking at.
How do the bumper ends match up the fenders?
Maybe you can loosen the brackets and pull the whole thing in.
