Cast crank 340 TQverter question

Should the verter have weights or not? Had the trans rebuilt with new verter and now theres a vibration about 1200-2500 rpms. This verter has weights and I cant recall if the old one did or not. Thanks for any help.

The cast crankshaft is externally balanced, 340 used a balanced flexplate.
