Challenger carpet installation, questions

Hello!
My first post except for the presentation is a question regarding the carpet.

I am installing an ACC carpet in my -72 Challenger w. auto trans.
I have looked through a couple of useful guides but now I'm confused about one detail:

Where the shifter mechanism goes through the floor there is a rubber boot around it, attached to the floor with a sheet metal ring and three screws.
Is the carpet ment to be on top of the boot, or under it? It would make sense to hold both the carpet and the boot down with the screws, but they seem to be too short. The car didn't have any carpet when I bought it, so I don't know how it was before.

Yes, that must be the right way. I see now theres actually a gasket under the boot. It doesn't make sense to have the gasket on top of the carpet...
