You can always have a 3D printed made, it would be fake.

I am pretty sure there isn't anyone who is taking orders for a broadcast sheet, at least not openly.

Without a broadcast sheet it is impossible to make even a remotely accurate fender tag. In fact there’s a bit of info on the tag that can’t even be found on the broadcast sheet iirc..

Correct, the build sheet is what has the info for the fender tag.
There is no source for records from back then unless the car is part of a registry
. These are normally started by enthusiasts of particular cars like AAR, or T/A , etc...
