Inner cowl side hinge panel

Every so often I think about this and I have yet to figure it out. There is a square opening in the inner cowl side hinge panel at the bottom. It gets hidden by the kick panel.

What goes in that square cutout?

No really it is access to hinge bolts.

The reason I ask is cause as I was laying under the dash I saw light from outside the vehicle from that area.

I just happen to have the fender off the driver's side showing the hinge area. Does this show what you should have there?
As you can see, if the hinges are not installed, you can see light. The other option is the seam has split and seam sealer is gone. I need to install seam sealer on my panel.

It does help greatly. I do believe there is a rust hole in that area on mine that I will need to fix.
