"Pulsating/ Dimming" panel & lights

I've seen this before with situations where the alternator/ battery was on its way out, but I have a new alternator, new battery and new voltage regulator.
My lights (instrument and headlights) seem to "pulsate" while the engine is running- even during driving. Can anyone tell me where to begin looking for this problem?
I've bypassed the amp meter which supposedly provides better current.

Is the voltage regulator grounded really well?

Hi Brad. I was wondering about the lack of a ground strap myself. He is going to be at my place this weekend. I'm sure we will figure it out. If any switches need fixed they will go to Jim. Hope all is well with you.
