Rear light welts - 73 Chally

Are the thin black "welts" adhered to the rear lights with some type of sealant? If so, what type? My lights have something that is black and is flaking off in that area, but don't know if someone in the past tried to seal them up better or if it was factory installed?

Now I need to adjust the bumper up.

73 Challenger Rallye. Doing a ground up restoration. Mostly original, with some aesthetic and some mechanical upgrades.
That’s great I’m working on my project after having it around for 35 years ! Like my wife said she’s tired of being with out a car in a car club just get it done!!

The tail lights have foam gaskets also. Do you have the gaskets?
