Shoulder harness restraint clip differences

Anyone know why there are two different type of clips?

my guess is different years

My guess was one type goes towards the front and the other behind it based on how the shoulder harness wraps back. These came off the car, but that doesn't mean previous owner switched two out for some reason. Strange.
