1972 Parking Brake Return Spring

My parking brake pedal won't return on my 1972 Cuda. Just limp and e-brake light on. Can stick toe under and pull back but it flops back down. I was under the impression that there was a return spring in the parking brake assembly in the car but can't find good reference to in parts manual or online.

The springs are built onto the cables inside the drums , the 72 uses 4 cables , 1 at each wheel , a center loop cable & the front cable , there should be a a guide on the passenger side & a hook on the trans crossmember & an adjuster on the cable to the pedal everything should be snug without dragging the brakes . are the wheel cables seized ?
