I've seen dual plates but not this, it was peaking out from under the data plate and the only word I can make out is "frame" stamped vertically

Yes, my '73 has one but it is about 7-8 inches long. Your's was probably "torn" and started out longer. On the opposite end from the hole it looks like it was folded several times and broke off. Very thin metal

Normally it's just a tiny stub with no lettering as each section was supposed to be removed as it was inspected. Obviously some cars got through without all the pieces snipped off.

Cool car! Tb3 with the black and white interior and a white top! Great looking combo! All that with V6X instead of V6W. Does it still retain it's paint?

This is what I had heard before also. I have a partial for my 73 Ralley also.

here is an inspectors tag on a station wagon I own. Notice how different sections have different inspectors stamps from when it was going through the production line. This is slightly different than the inspection tag that came on your challenger but served the same purpose.

Here are a few square style inspection tags which typically got a stamp out or an indention stamp. I know it's not what you have there but it is just another style of inspection tag.

Here is a longer style like what you have but not cut off.
I have not found a close up picture of a complete one yet.
I could have bought this car but slacked when I was younger.
