How to remove the locking plate on steering shaft?

I'm trying to get to my ignition switch on a '70 Cuda. I'm having issues with power going to dash lights, road lamps...etc. Every time I turn the key the fuse blows.

I've got the steering wheel off, crush can, turn signal cams but it seems like the locking plate is fixed to the steering shaft pretty good. I tried lightly with a puller but it didn't budge and I didn't want to wreck something. Do I have to pull the steering shaft or am I missing something? Insights with the fuse blowing also appreciated as it is annoying trying to figure out what is going on (appears it is just one fuse. the "accessory fuse")

Thanks, got it! I had to hammer a small screw driver to get the metal ring to move away to access the pin.
