quarter panel question

attached is a photo of the quarter panel corner , in it i circled a protruding lip . is the lip on the early cars 70-71 ? i’m going to using early bumper brackets and eliminating the bumper filler . is the lip part of the filler and is it needed on the tighter bumper look ? i wonder if the corner will finish off w a cleaner look if it’s removed or does it have function ?
