Rear Tires Turn When Trans is in Park

On my 70 Barracuda with a 727 Slap Stick I noticed I can turn the rear tires by hand when it's in park. It was like this when I bought the car. I had the trans rebuilt because it was leaking so badly (cheaper to rebuild than a re-gasket/seal). The car still has the same problem. Is there an adjustment to the linkage? Internally, isn't the parking pawl supposed to lock the trans from turning? Trying to get these safety issues resolved. My Trans guy is a Chevy guy and may not know Mopars that well. Thanks

if you have an open diff the tires will turn opposite direction , is the driveshaft turning ?
The tires turn in the opposite directions. The drive shaft doesn't turn. If the car is on the ground, does the trans keep the car from rolling? Thanks
