Electrical problems

Need some tips on how to diagnose this:
On rare occasions, when I'm driving, the amp and voltmeter gauge will shoot up to max and stay there for a preiod of time until it suddenly goes back to normal.
On sunny days, I don't even notice the change until I, by accident, glance over the gauges. Nighttime however, there headlights and dashlight will dim for a split second.
My first thought was that it could be a problem with the regulator, but by knowledge over electrical issues are limited at best. Any input will be helpful.

I have had problems with moisture getting behind the seal on the voltage regulator , & causing the ammeter the go to full charge

If it's one issue and not multiple, which it may be, I would vote: Regulator.
