Is it possible to identify with only Sequence Number '171340' (BH23GOB171340W1) then I do not have a plate for color codes, etc?

I am not sure what you are asking ?
you have the full VIN but this will not determine any of the options without a build sheet or fender tag

I can see that the car seems to have been red and there are pieces of white vinyl roof.
(car missing build sheet and fender tag)

Think the fender tag and build sheet are the only way to know. Just got to hope it was never repainted and you can tell from the old paint. Could try chipping in a place like the door jamb. Some times you get lucky and an area like that (or others) were not repainted.
