wiper only works on high speed

i have a new wiper motor and it only works on high. connections are clean so does that mean the switch is bad? thanks

test for current on different wires , blue is powered whne the switch is off to park the wipers , the other three speeds are the red brown & green wires , if you have power on all the different wires then the switch is good

Well, only take it out when it's raining really hard.
