Climate change?
It's wide spread all over the state. Only 2 seasons now in PA.
Winter & Construction !!! It hasn't changed since very early spring when everything turns orange.

Here in Arizona they can work on the roads pretty much year around. And some of the roads need it! I can't think of a single time I've drove into Tucson (or Phoenix) that there wasn't road construction going on.

I-10 in Arizona sucks! I could sit in a car blindfolded and literally tell right when we crossed the state line from New Mexico into Arizona! New Mexico has it's I-10 problems too though. The issue is that I-10 has some of the highest volume of commercial carriers in the country and those trucks are hard on the roads.

Not that familiar with I-10, but I-40 (merged with I-30) between Little Rock and Memphis is maddening.....I'm seen a great deal of this great country and that 100 mile stretch of road is insane with how many trucks travel it.

Until the weather gets bad in the winter, guess where the truckers go then? When the weather gets bad up north the volume of commercial trucks gets insane down here on I-10.

Parallel to I-10 is the second cross continental railroad built to bypass icy/snowy conditions up North. It's why the Gadsden Purchase was made from Mexico in 1854.
