The centering valve needs adjusted. See it here on post #4. Steering turns all the way to one side when you start the car. 1974 Charger

Interesting, all the instructions say to bottom it out.
Yours looks like it's less than half way?
Any possibility the set screw was in too far?
At worse, the set screw should go into the groove on the shaft.
